"Superboy and the Gen 13"
Before Bruce Wayne took over Checkmate, a branch of the company, Cadmus Labs, created all sorts of evil, twisted projects based on the DNA and mechanisms of the world's metahuman powers. Two specific projects were immediatly brought before Wayne once he was taken over. The team that would eventually become 'WildC.A.Ts' was one.

Human cloning was outlawed long ago, but that didn't stop Cadmus from launching a plan to make clones, tying the DNA of two beings: for the most part, one hero and one villain was used.
Because these 13 clones were born, forged, and not given life, Wayne saw this as a means to give them a chance to have a good life as long as their powers weren't active. With the help of his friend Zatanna, Bruce gave these clones lives, identities, and a clean slate to start their lives all around the country, free from the war of hero vs. villain.
One man, however, saw it differently.
His name was Lynch, a mentor to the 'Gen-Active' project.When Wayne took the project down, he went postal. He made it his mission to somehow find the 13 clones and bring them to his side, giving himself a Gen-Active Army in the process.
There was only one problem with the plan...
Six of the clones found eachother first.
Conner Kent, given to the adoptive parents of Bruce's old ally, Super-Man (for reasons Bruce has been rather cryptic about) was the first to discover the truth, discovering his powers and approaching Bruce Wayne personally. At first, Bruce was reluctant to answer, but after Conner says that he wants to use his powers to help the world, Bruce explained the bare minimum about the project.
That was all Conner needed.
From there, Conner searched the nation until he found 5 other individuals with unexplained powers like his own, other Gen-Actives.
Catlin Fairchild from Portland, Oregon, with incredible strength, stature, and a resistance to injury. Robert Lane from Ft. Lauderdale, Florida, with the power to fly and pyrokenesis. Poxy Spaulding from San Antonio, Texas with telekenesis, and the ability to project force fields. Percy Chang from Seattle, Washington with the power of molecular bonding. And Sarah Rainmaker, with the power to control the weather.
Each seemingly random teenager ran away from their parents (revealed to actually be leftover agents from the Gen-Active project) once Lynch began to attack. Superboy gathered them together and realized that the only way they could survive is if they stand together, and somehow find the other seven members of the Gen-Active project.
That night, they took on the uniforms and codenames that Lynch had planned on forcing on them, ready to show him that his dream, will soon become his worst nightmare.
Conner, Catlin, Roxy, Percy, Robert, and Sarah suddenly ceased to be.
Now, they are Fairchild, Freefall, Grunge, Burnout, Rainmaker...
